The “Busy Libraries” enhancement is useful for libraries that may be understaffed and would still like to remain on Gratis to supply but may want it to be recognised by other libraries that they have limited resources to supply large amounts of requests.
To use this feature:
•    Login to Gratis
•    Click Edit My Library Details
•    Click Edit
•    On the library profile screen, type in the maximum number of requests per hour that you can accept in the Max requests per hour field. This field can be left blank if there is no limit on requests for the library.
•    Click Save

When a library is searching for suitable holdings, an hour glass will show for those libraries where the threshold has been reached in the last hour. 

Please note: the hour glass icon is an indicator only. A request can still be sent to the library, it does not block requests when the threshold has been reached.

The requestor can decide if they should try the next library with that holding.
